託児所で親の迎えが遅れた場合に罰金は有効か実験してみると

[罰金導入以前は社会規範から親たちは]時間に遅れると後ろめたい気持ちになり、その罪悪感から、今後は時間どおりに迎えにこようという気になった。ところが、罰金を科したことで、託児所は意図せずに社会規範を市場規範に切りかえてしまった。遅刻した分をお金で支払うことになると、親たちは状況を市場規範でとらえるようになった。つまり、罰金を科されているのだから、遅刻するもしないも決めるのは自分とばかりに、親たちはちょくちょく迎えの時間に遅れるようになった。言うまでもなく、これは託児所側の思惑とはちがっていた。

　しかし、ほんとうの話はここからはじまる。もっとも興味深いのは、数週間後に託児所が罰金制度を廃止してどうなったかだ。託児所は社会規範にもどった。だが、親たちも社会規範にもどっただろうか。はたして親たちの罪悪感は復活したのか。いやいや。罰金はなくなったのに、親たちの行動は変わらず、迎えの時間に遅れつづけた。むしろ、罰金がなくなってから、子どもの迎えに遅刻する回数がわずかだが増えてしまった。

　この実験は悲しい事実を物語っている。社会規範が市場規範と衝突すると、社会規範が長いあいだどこかへ消えてしまうのだ。社会的な人間関係はそう簡単には修復できない。
